why do i not get a chance to play if the dealer gets 21?
i should be allowed the opportunity to tie right?

It's not if the dealer has 21, it's if the dealer has Blackjack. You are given a chance to tie--if you have Blackjack, it's a tie; if not you lose. Blackjack beats 21, so even if you did 21, you'd still lose in that case.

Sorry, not a bug.

Now, when you click "Double" and you only get one card, but your bet doesn't actually double--that's a BUG!
